Since Cecil's quirk has a physical component to it (his peepers) was it something he was born with or did it develop over time?

It's something that developed over time! Quirks that effect the eyes run in his mom's half of the family, so it was kinda expected to eventually happen tbh. His quirk discovery happens at around four years old, and with continuous use of his quirk his eyes began to change. His pupil turned almost translucent, the color in his iris spread to his sclera, and eventually the pigment faded to a veiny red. It is unknown exactly why Cecil's quirk affects him this way, though doctor's theorize it's either an inherited side affect from a relative's quirk, or the melanin in his eyes is naturally dissolved in the process of showing someone their own memories.

His name is Dulcie Dee Cecil
Born in 1962 to a broken high bracket household where his father was cold and straightforward and his mother had severe post parterm depression as she'd miscarried several times before he was born and he was the only one who survived past infancy.
As such she babied and infantalised him even well into adulthood calling him her nesting doll after the fact that he had Turner syndrome giving him a childlike look even as a grown up which he loved and hated at the same time.
Because he liked the treatment and resigned himself to being a follower and the unfair treatment he got from his father he learned early on that man is not to be trusted even with himself and instead took up dolls and puppetry as a hobby, loving the simplicity and logic that came when one being acted through many others.
He later became an actor mainly for child roles since he resembled one mainly playing young boys despite being afab and he liked being able to be multiple people at someone else's whim until the accident.
During a commercial a light from an unstable cable fell on him paralysing him and burning off his hair and a lot of the skin on the upper half of his body ending his acting career and putting him in severe debt
After being crippled and loosing all source of income he fell deep into recreational drugs mainly his painkillers which he became addicted to since they weren't monitored as much as they are now so with his life spiralling he starts essentially donating his body to science before hand like taking experimental drugs just for the cash not telling the multiple people that he's taking multiple drug trials at once until he begins to fuck up his kidneys and liver
He's approached by someone at the hospital in the intensive care unit where a young lady offeres her his body back and even better he can make the world better in the process. The ability make other people the actors to his play and at his lowest point he jumps at the opportunity
He's then taken to the PMC Waywards Row, where he's made into The Corpse Lily.
His main ability is being able to take control of a person and make them into his zombies being able to rake over whole armys given the chance and time along with his synthetic skin being able to be used as a makeshift bioweapon as it has paralytic effects.
