Well, for starters, they don't find out that both are alive at the same time, first they find out that Emily is alive and after they heal the lizard and it becomes curt again, they find out that Rosie is alive, since Curt recognized Otto and Norman and he was the one who put them in context about some things that had changed in this universe
Norman's reaction is mostly relief because he had been concerned that if there was a Harry Osborn in this universe the boy would be an orphan, but when he saw Emily next to a 6-year-old Harry during an oscorp presentation, Norman was relieved that his son was not alone and because he knew that Emily would be much better raising Harry than he had been, he also cried a little because Emily had been his best friend before they got married and it was a relief to see the happy and healthy one, you found the last memory that norman had of her which was ill emily wanting to say goodbye to a little harry
On the other hand Otto doesn't take it as well as Norman, he cries a lot, he cries everything he didn't cry when he was under the influence of the AI, he goes to where rosie lives and sees her through a window sees how this rosie she looks happy note how she seems to have a certain normality in her life and otto doesn't want to ruin that, so otto makes the decision that rosie will never find out about his existence, otto takes a long time to get over his rosie's death, and even more time to mentalize about the fact that the rosie of this universe is not her rosie, that she had 11 years to accept the death of otto, while otto has only had a few months to accept the 180 degree turn that his life gave, during all of that norman was a great support for otto, essentially being the pillar that kept otto from completely collapsing

Au where after NWH Otto and Norman accidentally end up in a universe where Spider-Man doesn't exist yet, but villains like the vulture, electro, and the lizard do, after a close encounter with the lizard Otto and Norman make the decision , somewhat impulsive, trying to cure the lizard this accidentally causes Otto and Norman to end up becoming the superheroes of New York.
Now the reason why Spider-Man man does not exist, the answer is quite simple and that is that Peter Parker is only 6 years old in 2002 in this universe, Spider-Man will not exist until 2010
On the other hand, the versions of Otto and Norman of this universe have been dead for years, Norman Osborn died in 1997, in a terrorist attack, at 35 years of age, while Otto Octavius died in 1991, at 30 years of age, then of trying to protect him and his wife Rosie from a thief.
Characters that are alive in this AU, I think the most important are Emily Osborn, Rosie Octavius and Ben Parker, in this AU basically Norman was the one who died shortly after Harry's birth, and Otto never managed to create his fusion reactor because he died long before he could create it so Rosie never died during the exhibition
Now I feel like someone is probably wondering how is it that Norman is a superhero if he lost the performance enhancers, the answer is easy in this one he didn't lose them yet, at least not completely, the explanation, well to May injecting the unfinished cure to the Goblin caused that by injecting the ultimate cure it was not able to get rid of all the serum, in exchange it got rid of enough for the goblin to disappear but still leaving Norman being stronger than a normal human (according to the wiki in Spanish from the green goblin this one can lift 9 tons so let's say that if Norman tries his hardest he can lift 7)
